Mr. Kulinstein received a B.A. in English from Texas A&M University. He earned a Juris Doctorate, magna cum laude, from St. Mary's University of San Antonio. He was awarded an MFA (Creative Writing) with Distinction from National University, San Diego.
He received numerous law school awards, including the Bancroft-Whitney Award for "high-grade" in seven courses. He was co-author of the Best Brief and a finalist in the Texas State Moot Court Competition.

He is admitted to the Texas State Bar and the California State Bar

After law school, he served as a Captain in the USAF JAG. While in the Air Force, he was certified as Trial Counsel, Defense Counsel and a Military Judge. He received the Outstanding Unit Award, USAF Commendation Medal and the United States Meritorious Service Medal.

He returned to the private practice of law and became a founder and the senior partner of Kulinstein & Perry, a business law firm which came to be best known for its work with troubled insurers and reinsurers.

Mr. Kulinstein's practice involves specialization on behalf of regulators in dealing with troubled insurers and reinsurers, both as litigation and transactional counsel.  He has also acted for regulators as Chief Deputy Rehabilitator and CEO of insurers in conservation and rehabilitation.
